The results reveal important findings for the civil society sector in Mexico. Perceptions of the sector's health are mixed and fall below the global average, while the capacity of organisations to be financially and operationally sustainable emerges as a major challenge, along with trust, collaboration, and donor relationships.

While there is significant participation from civil society, the private sector, and institutional philanthropy, the context remains unequal, with increasing competition for resources — as a significant proportion is earmarked or restricted, limiting organisations' ability to respond flexibly to community needs. In light of this, more flexible funding models and trust-based relationships, in which donors also act as allies to strengthen networks, learning, and capacity building, become increasingly important.

Something similar occurs with impact measurement: organisations recognise that reporting processes contribute to better planning and institutional strengthening, but they also point to excessive burdens and demands to quantify impacts that are not always measurable. The challenge, therefore, lies in building relationships that combine accountability, trust, and learning — recognising both the responsibility of organisations to clearly communicate their results and the need for funders to create conditions that foster their autonomy, adaptation, and sustainability.

At Cemefi, as an organisation that supports philanthropy, and in collaboration with other stakeholders, we work to help close these gaps and move toward a more interconnected and collaborative sector, with better conditions for its sustainability, better-distributed resources, and relationships based on trust. Our accumulated experience shows that strengthening the ecosystem is not just about mobilising resources, but about generating the capacities, connections, and collaborative spaces that allow us to better leverage existing generosity and transform it into collective action with greater reach and permanence.
